One EA supports no more than three consumers in a class group.
Plan four to six total support hours per active consumer.
Course, campus, day, and class time must all match.
Check-ins are excluded from paid utilization.
Paused and Pending consumers stay visible for awareness but are excluded from active planning until reactivated. A Self-Determined schedule row contributes zero hours; approved support still counts.
Program Managers and Coordinators are never assigned automatically as classroom EAs.
Classroom coverage is optimized first; out-of-class support requires manager approval.
